So basically I disabled the nether at the start of the server and now I am trying to turn it back on but I'm unsure how. I added

im ngl i cant remember
i think one of the server files like paper-world and spigot.yml etc
my server.poerties didnt have one though

Allow nether is in server.properties. If it's not there, you deleted it. Delete the whole file and restart your server if you want it to regenerate the defaults. Just save your old settings so you can manually replace your customizations.
Bukkit.yml has allow end. Which is probably what you're thinking of.
