I'm currently trying to run a server through a host service, but I'm having a problem with the server RAM. I pregenerated the world using distant horizons pregen. The problem is that RAM slowly creeps up overtime, ending up over the dedicated RAM limit and remains high even when no process is ongoing and no-one is online.

High ram usage is expected with a somewhat heavily modded server

yeah i know
it just seems weird that ram is not getting cleared
i havent even logged on since starting
and ram is already reaching max limit

try using the flags above, it defines explicit GC parameters
which might help more than you'd think
see if anything changes afterwards with another spark profiler

Then it’s likely some badly made mods being bad
But if your server runs fine, then there is no issue

Lmk if it actually becomes an issue later down the line and your server crashes to OOM
Also I’d personally set Xms and xmx to the same value in your startup flags
