Running Fabric 1.21.1 Chunky world pre-gen (6000x6000) and seemingly randomly the MSTP dropped while the TPS remained stable. Shouldn't 2.14 med MSPT result in a drastically higher TPS?

My understanding was that TPS should be 20 or as close as possible, and MSPT 50 or lower. 2.14 MSPT seems suspiciously good, am I missing something?
This is under active load, so I'd expect it to run pretty mediocre to bad as the CPU is not the best
(Green bar being TPS, purple being MSPT) Strange dip I can't really explain, console only shows regular progress

I'm assuming that's around the time chunky finished, or chunks which were for some reason being loaded, unloaded
Shouldn't 2.14 med MSPT result in a drastically higher TPS?Minecraft servers cap at 20 ticks per second, and will not go higher by design
At 2.14ms MSPT, It will sleep for the remaining 47.86ms so that one tick still lasts 50ms (to make it 20tps)

The dip I showed was at around 70% completion, with still many hours left to go which was the odd part
