As the title says, will i run into huge lag spikes if i host my server for me and my friends on OCI? Im planning on using fabric 1.21.3 with a bunch of optimization mods such as lithium, c2me,noisium, scalable lux etc. If it’s not enough can anybody recommend another free host cause it’s pointless to pay for one since we rarely play all together?

I think very much so
I used to use ryzen 7 cpu for a while on a shared hosting and it performed around the same as oracle free tier (because oracle directly gives you the cpu cores without any sharing policies)
at least as far as I can tell
