Best Plugins for Paper 1.21.8 SMP Server?

I am launching a Paper-based SMP server for my friends to play on.
What are some good plugins to add to the server? I'd like to keep it simple and non-invasive. I haven't run a server in years, so I'm not familiar with the different plugins.
I am looking for basic plugins to keep the server running smoothly and lag-free.

3-5 Players at most. 6GB server Ryzen 9900x (or whatever it is, through Lagless.gg)
Not opposed to upgrading the server in the future if it's not enough to run smoothly.

are your players builders, redstoners, pvpers (etc.)? Do you trust them to not cheat?

Nah, just average. No TMC.
No mods, just plugins.

I was trying to sell you fabric I would probably go with https://www.spigotmc.org/resources/griefprevention.1884/
if you want things to be non-invasive, i'd personally consider not adding a /home or /tpa plugin
although you do have the flexibility, personally my community delt well with no teleports, they just resorted back to using elytras or ice boat highways

performance shouldn't be a big worry for you, the hardware is pretty great
and for 5 players, you definitely have a LOT of headroom to play with

Oh, and I'd like to add economy and some sort of shop plugin.

even if you were to add a simulation based anticheat, you'd likely be fine
