I know in the past that Paper has always been the go to choice for most MC server admins, but with the emergence of Fabric mods like Ferritecore, Lithium and (most significantly to me) C2ME is Paper still really the best choice? From a pure stock comparison performance perspective.

Performance is more or less the same between Paper and Fabric with optimization mods afaik
It ultimately boils down to whether you want pure vanilla mechanics (Fabric) or patches (Paper) along with mods vs plugins

just get a few optimization plugin and it will run better then vanilla
it already runs better then vanilla eithout pluging
