A player has a farm and cant plant seeds on one block out of the entire farm. Its claimed with griefdefender, has a light level of 7, water 2 blocks away. Should be all accounts be able to plant stuff. Cant plant anything (not even I can as admin/op). Can place blocks. Theres no error message in the consoles, no message in chat just one block completely bugged.

If even you as op can't plant in it, I suspect it's some plugin overriding this
Try disabling all plugins and see if it works, if it does then binary search through your plugins (deactivate half, if it still happens try the other half etc)
Some likely culprits here are OfflineGrowthPro & GriefDefender among some potential other ones like Via

Got it to work by removing and readding a torch
