I am making a velocity paper minecraft server that I expect to have 1-200 users on at once. Would it be better to buy a server or to use a hosting service? If its better to buy a server what hardware would I need for this many users? If its better to use a hosting service what service? The one I am thinking is the best for a hosting service is kinetic hosting because it is cheap and has decent hardware but is there a better option out there that is still really cheap and has server splitting? If there is a well priced VPS I can get that has good enough CPU and RAM options that is another thing I am willing to do.

for a hosting service like $50 a month at the absolute max, less is better, for a server I don't know what would be reasonable

for that many players at that price point, your best option is probably through a host focused on minecraft and not a vps. hosts offer services specific to mc and have usually high end single thread performance vs generic vps. look in #service-providers to find one

I would probably use kinetic hosting over lilypad because it is quite a bit cheaper and I need more ram so I can split it up into different servers
1-200 users at once is quite the estimate.

issue with pebblehost is you need the premium servers to get server splits
so 2 split servers is enough for you with kinetics budget plan?

rough estimate, I expect like 120 max but I said up to 200 just in case

no but they said they will add more splits soon (purchasable but I don't expect them to be that much)
