For example, I want to add admin, guide, and moderator roles to my Minecraft server, but how should security be handled? For example, there is a risk that authorized persons could damage the server. I also want things like authorized persons to wait a certain amount of time when they silence five people in a row. In other words, I don't want them to damage my server when I'm not active on it. I didn't explain it very well, but could you give me some advice on this?

Core protect, backups, only give people u deeply know good perms
If your using pterodactyl you can setup a schedule to backup daily
Most griefs can be rolled back with core protect

prism is better then core protect. it’s more updated iirc

LuckPerms allows you to set up groups and fine-grain permissions across them, including a permission inheritance hierarchy
Don't give anyone else OP, give admin to 1-2 very trusted people who you know well and give admins whatever permissions you're comfortable with
Mods are just regular/vip players with mute/kick/ban permissions, no need to give more than that
Set up protected areas around sensitive sites (like spawn), use claim systems if needed to prevent people from griefing each other and use logging/rollback plugins
