for example soulleash which allows you to leash players, I saw a mod that let minecarts run over people which was pretty funny but thats a mod and I need plugins

Haven't heard of many, plugins are usually designed towards commercial usage.
If it's with friends, maybe Slimefun or EliteMobs if you want something out of the box.
I don't use neither of those, and I've heard complains of bugs or optimization coming from both, but if it's just a few friends those should be fine.
Open modrinth and browse in the plugin section, there's a couple funny loking ones around page 5.

fabric is a cool ecosystem, easier to use compared to forge/neo, and is really well supported
