You are already running a paper server, there is no reason to not use LP instead of /op unless you are running vanilla
LP gives you granular control of who gets what permission, and most well made plugins support this system

Don’t use operator
disable via luckperms and run with specific commands. been there in the modded scene and it was awful
users will use YOU the operator as a Median for them to execute commands from
