no valid packs file in my minecraft bedrock dedicated server folder

im trying to add a behaviour addon and a resources addon to the server im making, but there isnt a valid packs file in my folder, did this file get moved or removed in new versions?, the guide im following explicitly uses this file, ive tried remaking the server but still no valid packs file
