Weird issue: cats not spawning on the map

So I have a peculiar issue. Wild cats no longer spawn in naturally in my world. It stopped abruptly with no restart or change that affected it. Here are my plugins:
None of them really affect entity spawns in a way and like I mentioned they didn't affect cat spawns before. On another server with the same plugins cats spawn normally.
I'm running Paper 1.21.4. Any help appreciated

Yeah, so weird, I wonder if the plugin suspiciously named "PetRemover9000" had something to do with it

It's a custom made plugin, all it does is removes the tamed status from tamed animals on command

It literally has no listeners whatsoever
Copy the server file, on the copy, remove all the server software related configs, check whether cats are spawning
Create another copy, this time remove the plugin configs, check again
Create another copy, this time remove all the plugins
Create another copy, this time remove the plugin configs, check again
Create another copy, this time remove all the plugins
If one works (out of the last two) then binary search
