As said above, I'm trying to see if theres a way to change the blindness effect to white instead of black, be it by commands, Resource Packs, Plugins or otherwise. Any help would be appreciated.

have you looked into core shaders
probably not the best solution but its the first that came to mind

you could surround a player in a cube of 6 whitespace text display entities
allows you to adjust opacity too

That's an interesting idea... I wonder if you could use the like text title thing that attached to your middle of screen for it
