I am looking for a video tutorial on how to setup a local Minecraft paper server that would be easy enough for my kids to follow who have no idea what they are doing. They know files and folders, but have never used a command prompt, and don't know what an exe, jar, or batch file is. They click on warnings that come up without looking. 😢 I am a programmer by trade and take a lot of knowledge for granted, so I'm hoping someone can give a recommendation for a video that an absolute beginner could follow. I will be helping them, but don't want to be tempted to help too much.

how old are your kids if you don't mind me asking? I know this might be overly personal but if they're like...teenage age, then I think it's good to teach reading comprehension and find a good written/typed guide instead. Video guides can be frequently obsoleted or outdated as technology can change rapidly, and unlike written guides the video itself can't easily be changed, so they could be doing something incorrectly or possibly even harmful for the server in the worst case
honestly I guess regardless of age it never hurts to teach a little reading comprehension and research skills
as for the actual answer to your question I've never been much of a video guide person because of the aforementioned beliefs (and experiences) about tutorials being quickly obsoleted

10 and 12. What you said makes a lot of sense, but it would have to be an incredibly detailed set of written instructions for their skill level. Probably with a lot of pictures as well. I was imagining that a video they could pause would at least reinforce that they were going in the right direction.

totally fair. pictures definitely help. If you've done this before yourself it would maybe even be a fun activity for you to write the guide yourself. You can use something like Rentry, which even lets you embed images. I'm not sure if your end goal here is "step by step paper server guide so bulletproof a 12 year old could do it", or if you want to teach them problem solving skills by having a guide, but also encouraging research - because there are plenty of "install/update and run a minecraft server" tools out there
I actually hand wrote a startup script for my server that automatically pulls the latest build of Purpur for the specified minecraft version and runs it
