So I´m trying to create a java server and I am able to get in, but when I try to get other people in they get "connection timed out: getsockopt". I'm pretty sure I port forwarded correctly, I disabled my router and my pc firewall and I don't know what to do, I've followed multiple YT tutorials at this point

the weird thing is that when I did this 1 year ago it worked, idk what's the problem now
here's what I did (I censored my server ip just in case but I got it from CDM ipconfig IPv4)

from a year ago, have you had any upgrades to anything related to your isp router modem or pc?

I'm pretty sure the answer is no, also, one of these sites says my port is open but the other one says it isn't

thats because your second image you are trying to use google.com as the ip

you're right, I used the correct ip and now it says this

again, I stopped all firewalls for a sec and it still didn't work, so it's not a firewall issue

Is the server setup correctly?
are you able to join yourself via localhost

Have you tried to port forward another port. eg. 25566

I tried it for the bedrock ports and it didn't work

Try calling your isp to see if they block anything
