Two methods I can think of:
DDNS: rent a domain, have a ddns client update the a record for that domain to your IP in real time
Tunneling: use FRP or playit.gg and play through this tunnel
Or, hosting provider I guess, however probably not necessary

i decided to use playit.gg today it works, but theres this problem, its the same as when u try to play together using e4mc, its always the one who joined the server got lag spikes and disconnected
and 2 or 3 hour ago we are playing together but my friend got disconnected but when he tried to reconnect he got the unable to find hostname or something
but he can join again after some second
on the server log whenever he crash/disconnected its only "connection timed out" or disconected

I always used [No-IP](https://www.noip.com/). Basically It offer 2 free domain that you need to renew every 30 days via an email that they send to you. Then this service offer a software called DUC that you install on your computer and when the software detects that your IP changed it update you DNS on No-IP. This works only when your PC is on. For example, you can install this software on a Raspberry Pi that is always on.
There is an alternative that I personally use, which consists of setting up DDNS directly on your router. This can only work if your router allows you to set up DDNS. In this case, you will not need to install any client software on a computer that you keep constantly connected, as the router will directly monitor the IP and modify it if necessary on the DNS.
In my router the DDNS configurations are located in the section
