8vcpus, 16gb memory or 4vcpus, 32gb memory

I'm trying to make a neoforge server with a,b, and c for about 10 people into Linux. I'm using a server with 4vcpus, 32gb memory, but after Googling, I heard that about 50 people don't use up 32gb, so would it be better to change it to a server with 8vcpus, 16gb? I'm writing it down because I'm wondering if it'll help me with the answer, but I'm currently loading it with Chunky while maintaining 80-90%, and I'm getting about 15~30 cps.
