Modded Server Filling up RAM Very Quickly

Hello! I've been working on a server with some friends for a while. The server has about 100 mods, and 15GB of RAM.

When working on it with just the 3 of us, we never had any issues. but now that server has opened up and we're playing with about 15 players, the entire 15GB of RAM fills up in about half an hour. We have about all of the performance mods that we know about. We have already turned off mods and limited render distance, but it barely buys us some time. Does anyone know any mods that might fix RAM usage?

First of all, it claims we have 8.8GB of RAM instead of 15
But mostly, I cant seem to actually read any ram stats

I see, panels are inaccurate and dont show usage ram
but just allocation

Either way, the server crashes when we get to the max allocation
And the ram usage steadily climbs

lower the max ram percentage and ask you host if you can have swap ram enabled

and yes, its fine when its in a conversation and is pretty quick

Seems like swap ram is not available for us
Weve lowered the allocated ram, which doesnt really change anything. Still crashes when it fills up

can you give crash logs of it crashing?

I dont know why, but it doesnt seem to actually create a crash log when crashing...
Crash reports, debug and logs are all from weeks ago
