How can I optimize this other than server properties file?

Is there a way to set the world border and preload all the chunks?

We have 3 core Ryzen 9 9900X
DDR5 7Gb
Lots of nvme space

CPU is constantly spiking for almost no reason and also when anyone enters the nether.

What else is there for a vanilla bedrock server other than view distance, simulation distance

You really can't.
preloading on bedrock is a myth, also worldborder isn't a thing 💀
unlike java however, bedrock is multithreaded
meaning CPU spikes are good and normal
allocating more cpu cores will have a direct performance improvement on your performance

The best way to go about this assuming this is a Vanilla server is (not a joke):
Install Paper JAVA Minecraft server with Geyser and FloodGate to allow Bedrock players to connect and then optimize as needed.
Bedrock does not provide many options to tweak stuffs.

Because that's what Java needs and Java is more business economical.

Yes you should be able to do it with the world but probably not the players there are a few guides online on how to do it

If you want to go with the “mainstream” method, you can use chunky on a paper server, then convert the world to bedrock format using chunker
Or you can run paper directly with geyser for bedrock support, and plugins
