Survival and creative on the same server instance

Hey, so I wanted to make a plugin which allowed you to have your own creative world on a survival server, on which you can plan out builds. Inventories would be seperated for both of these worlds. I wanted this because I noticed people went to singleplayer/joined other creative servers to plan out builds, but didn't want to create a seperate creative server cause I want people to be able to speak to eachother all the time. Is this a good idea or is it a safety nightmare?
