When making myself an Operator on a Velocity Proxy Server, I get an error and unable to join

When making myself an operator, or even just using luckperms, i get a chat session update error and am unable to join the server. any ideas?
i've tried No Chat Reports. It is a Cobblemon 1.21.1 server and no mods are causing it. I can run Cobblemon 1.21.1 with zero mods and am still unable to join the server after Op'ing myself. Running FabricProxyLite as my proxy mod.
