Unknown players able to join isolated Tailscale server

I'm self-hosting a modded server that I'm running through Pterodactyl with Tailscale. AFAIK, the way I've setup the server ensures that only connections via Tailscale is allowed (ie trying to connect using local IPs will not work) but somehow I've had 2 unknown players who are not in my Tailnet trying to join the server. When these players try to join, the log indicate that they are using a local IPV6 address instead of Tailscale IP addresses. I am unsure if this is a Minecraft related problem or a Tailscale one but these players should not* have access to my Minecraft server. Is there anyway for me to find out how these players are able to connect to the server?

To add, I am not port forwarded and it's impossible for me to port forward since I'm behind a CGNAT.

It's a fabric modded instance, using the Prominence II modpack and 2 added mods being Simple Voice Chat and BlueMap that each have their own port assossiated in the Pterodactyl setup

Edit: No added plugins just mods

They appear in the console log

is how they appear

is how they should appear if they are connecting using Tailscale since Tailscale IP tend to start with 100.
