I have quite a particular issue, I do Not have a modem, I pay for unlimited data packages in my phone, that only end after a period of time, in order to share that internet with the PC I have to use an app called PDANet+ on the phone, and it's client program in the PC, could anyone help me somehow open my Minecraft Server so a couple of friends can join (and we can resume our Valhelsia 6 adventures we started elsewhere).

Who told you to download it locally
Get a cloud VPS or use playit

A cloud VPS?
At that point, couldn't I just run the server there?

Vps’ are not designed for Minecraft. Specifically, good single core perf
You’d get a much better perf running it locally if you have a good cpu

FRP is well documented, just read it
You can also use playit if you think that’s hard
