Server Hosting Options?

Hello! I am currently wanting to host a server with mods (around 30-50 mods) with a small group of people. I have used Apex Hosting in the past for different servers and they were great, but I would hate to drop $30+ if we aren't going to spend any longer than 3 weeks in the server.

I have tried to port foward and use other VPN options for us to play together but my internet provider is wonky when it comes to port fowarding and the VPN option led to an unplayable experience with everyone lagging out or only one being able to join the host at a time.

Are there any other cost friendly hosting services out there or any free options that aren't terrible?
