Forge 1.20.1 Server acting out on in Development Modpack

I am a modpack developer and am rebuilding a pack. I run my own Pelican instance that runs my game servers. I've set a new server to use 16GB of ram (128M minimum) with no additional flags, and Spark sees this flag (minus the 5% cushion Pelican is set to take by default). Spark however in the banner still shows only 7 GB allocated.
The server, with no players, will be at 20 TPS, but when one joins on a brand new workd, no movement/action, it dips to ~16.5, until player leaves. If the player starts moving around, roughly in the same chunk, TPS can dip to 14. Here's a spark profile https://spark.lucko.me/aXiYmjorK3.
Also, looking at the attached latest.log, if you look at the bottom, the server never shuts down correctly. It always hangs at the same place, and you can see that at the bottom of the log file. I don't know how to see what exactly it's doing at that point. It does this on a windows box as well.
This version of the modpack is publicly available on curseforge as version 0.20.0 Beta, which has a pre-built server pack in the additional files, here: https://www.curseforge.com/minecraft/modpacks/phoenixtech-reloaded/files/6496022.
Could I get someone's thoughts on the RAM discrepancy, maybe a thought on how to tweak it so TPS is stable without removing any of the mods, and how I can get the server to close down correctly? I appreciate any thoughts, and let me know any other info you need

For TPS issues, Distant Horizons, which apparently has server sided generation now, is the culprit. Turning it off allows TPS to stay at 20 for 2 players in 2 different regions. Still would like thoughts on the server closing out
