Help attempting to diagnose a dedicated server with an increasingly longer chunk generation time

Hello! I am abit new to the process of server hosting but am not new along the lines of troubleshooting problems.
Ive recently been hosting a modded server for a group of friends. Modpack is called BeyondDepth, has around 500 or so mods and around 5 new dimensions.
I am hosting the server on a dedicated device through the AMP management software. It has 24GB of allocated DDR4 3200 MHz ram (this may be mixed with 3600MHz as well). With a ryzen 5 3600, and a Seagate firecuda NVMe.
The vast majority of chunks we interact with are pregenerated, as I have a chunky service running during idle time that is generating a 10k by 10k chunk grid from the center of the map. However recently both this pregeneration and in the off instance of someone going beyond the generated range, the time for it generating has majorly dropped. Chunky reads at around 3.4-5 chunks per second when a few days ago it was generating at upwards of 20-30 chunks per second (this is an estimate and may not be wholly accurate.) along with this, when players are outside of the generated grid, the server stability and performance drops greatly.
In several instances of testing this, I could travel around 2 to 3 chunks, and then be forced to sit and wait around a minute and a half for the next set of chunks to generate so I could continue.
So far with data collection with sparky, I've found the server does have a reliable TPS(sits right at 19.96-20avg), but it has an unreliable mspt (low of 10, max of 500, avg of 50). Tracking the thread info, it appears to be caused by a process through the player tick validation, but I can't be certain as I'm not familiar with that deep into the system.
I will add the extra details that the server has a very low total player count, in which during my testing and data collection I was the only user online. And the server will sit with around an avg of 1.5 players per day. I push a restart every 6 or so hours and push an instance restart every 24-48 hours. No recent updates to the pack have been made, and the instance normally has a CPU usage of 25-30 percent, and so far the max amount of ram if seen consumed has been 12 GB. Tomorrow I will post whatever log data I have and run a more lengthy sparky so we can figure out the issue. Thank you to anyone available to help out

here is a 15 minute capture of the server. As we can see the MSPT jumps down around the 11 minute mark. this is after a change to the sequential IO settings to the server as well as a restart. According to the graphs, there are a substantial number of loaded chunks to the server despite only having around 25 forceloaded. even on startup the server is sitting at 2k loaded chunks
