Cannot use enchanting table in worldguard region

No matter which flags I set it seems I cant get the enchanting table to work within a protected region.
Some solutions I have found online suggest settings spawn protection radius in config file to 0 which I already had set but it didnt resolve it
Another thing I saw was enabling build flag, but also using a passthrough flag? Not sure why the build flag would be the one to allow you to access enchantng table?
I have flag use and chest access to true. All other containers such as brewing stands, hoppers, smithing tables are all accessible

If the build flag is what’s stopping people from accessing the table, can I make a 1x1x1 region where the table sits to use flags build allow, and break-deny with pass through flag enabled to override the spawn region?

.... I found the issue. Silly me.
I have a Hub region to protect spawn, and made a HubBounds region to prevent exit of the region. When i applied my flags I applied them to the bounds region but did not double check my hub flags... Silly mistake, problem solved.Turns out it was the 'interact' flag that was causing the issue.
