Looking to create a server for me and my friends, I've never made one before

I just want it to be a survival world with Optifine and a few datapacks (the ones in the picture I attached)
I want the server to be on all the time so I can't host it on my computer since I don't have a secondary computer or server type thing to have always be on
My friend is recommending Modrinth but idk if the Small server option can do the datapacks I have, and he isn't sure either

1. How many people will be playing on your server?
2. Where will most players be playing from (Country/Area)?
3. If the screenshotted datapack is the only thing on the server, you could potentially be fine with Modrinth's Small option running Paper. DEFINITELY depends on how many people will be playing though. Personally I aim for 6-8GB, but typically my server has many more plugins than you have datapacks.

I'm not sure on the first two questions, I'm still relatively new in this server and we've only just started talking about the Minecraft server between me and two other people but I assume they want others to join
I know someone else and also myself are in Colorado, USA and then another one is in Canada (I believe the right side of Canada) but I'm not sure on the rest

Well the first question is definitely the most important one in being able to say whether or not the Small size would be appropriate. If it comes down to a maximum of 3 people concurrently playing, you should be fine with the Small size. If you end up having more than that, Small size would probably not be the right choice.

Many people use this to play with one another. I personally haven't but I've heard its reliable.
Obviously this goes out the window with that though:

I highly recommend before you spend any money on a server, maybe you can start with Essentials if need be and migrate the world over to a host later, but I would have a very clear idea of how many players before spending money

Also is this OptiFabric installed correctly? Doesn't tell me how to install it on the mod page but it's not a .jar file like the others

.mrpack is a Modrinth modpack file type that must be opened by the Modrinth launcher
Is there a reason you specifically are looking for OptiFabric instead of something like Fabulously Optimized?

My resource pack requires Optifine to work

What is the resource pack? I've not heard of anything like that. Could you mean a shader pack?
If you mean a shader pack FO does have shader handling

No it's a resource pack. One example is I changed the "Mojang" loading screen when first opening the game to be black and purple. Then other examples are I changed the 3D models of creepers, foxes, allays, etc.

Also I forgot to mention this earlier, Optifine is a client-only mod and not something to be installed server-side
