I need help adding mods, i have managed to setup the server but cant figure out how to add mods

It being oracle cloud doesn't change anything

when i try to use wget it comes up with error 403 forbidden
and curl isnt working either
so im kinda confused

Also you have to have -O to make it output a file and -L to follow redirects
