normally when you change this gamerule to false and go into spectator mode, you cant generate or load chunks, but on my 1.21.4 paper server, it doesnt work? why does this happen? is there a fix? a plugin that solves this problem?

Plugins:

Have you tried on a fresh 1.21.4 Paper server already?

If at that point it still doesn't work then you know for sure Paper is causing the problem (which would surprise me tbh)

Considering you have so few plugins, I highly recommend turning your server off, disable a plugin, turn it back on, repeat until it works. I'm familiar with most of the plugins you listed (the big names at least). I'd start with AxiomPaper (which I have never heard of)
This will help you narrow down possible causes

how do you quickly disable a plugin?

so for example say the plugin is named AxiomPaper.jar, name it something like AxiomPaper.jar.disabled

As long as it doesn't end in .jar, it won't be loaded
Do you use any datapacks or anything like that or just plugins?
