Can't prevent people from creating Nether Portal on our Creative World

I tried disabling the portals in out Creative Plot World using WorldGuard, WorldGuard ExtraFlags, also using Multiverse configs and while people now can't go through portals, they still can send entities through it, becoming a exploit to move items between creative and survival.

Is a plugin that one of our players did to handle afking solo in farms that involve portals

You may not be able to stop the creation of portals but you could just stop players from changing dimensions with a simple spigot plugin.
