Network Protocol Errors | Unsure on Source

For some reason, my players on the server's native version (1.21.4) can't connect and get disconnected due to Network Protocol Errors.

However, 1.21.2 and below can via ViaVersion just fine. I'm unsure on source -- any ideas?

Yes, though I’ll confirm. It’s 1.21.4 native though
It seems be coming from Nexo’s pack pre-join thing

Once I set it to send the pack on join, it works fine
