Hello everyone,
Context: I was running an open (no whitelist) vanilla server for a small community. As you probably expect, things went bad after a few griefers decided to join and ruin our little experience. I was forced to put on a whitelist and I added the AuthMe plugin, however I am not very happy about it. The server is closed and once in a while when a new person is interested in joining I have to whitelist them and monitor the situation for a while to avoid griefing.
Here is my question: what is the best setup for an open server with limited building/mining/editing capabilities? Years ago I played on a server that was open, but in order to build a house an admin had to setup a "plot" for me. They drew a 20x20 area and I could dig and build there freely, but anybody else could not even open a chest. What's the best way of achieving that in today's Minecraft?

I mean joining the server and placing random blocks and other mining houses
