(Connection timed out: getsockopt) Issue

Irish Red and White SetterOP
Setting up a server for the first time with port forwarding on windows with vanilla server download from mojang, server runs fine but I have someone else try to join under my ip and they get "Connection timed out: getsockopt".
- I used my ip using https://icanhazip.com/ ,I’ve used my ipv4 address with ipconfig to find it, with and without :25565.
- I’ve tried turning off my public firewall
- Portchecker says its open
- After running the CGNAT command i get this:
[INFO] No CGNAT detected. Only one or no internal IPs found.
[ERROR] Error checking port 25565. Ensure you have internet access.
[ERROR] You should not be behind CGNAT for IPv4, but your TCP port 25565 is not open.
- Using another system in my home, I tried my ip and nothing, then i did my ipv4 and it connected
Not sure what else to try or what it could be. Any ideas?

Did u try a tcp port checker
Usually you cannot join vía your public ipv4

Well thats the issue, I tried with with a friend yesterday doing both, and they got the same error both times, but ill try again with just the private one
