Strange world corruption happening + cant place blocks?

So i'm trying to selfhost my own modded server for me and a group of friends, have currently 132 mods picked out.
Ive looked into the logs and theyre squeaky clean. theres no errors, issues, or anything. which doesnt help me diagnose this.

I do install them into the server. ive also tried just one mod into the server. ive also tried just the client. and I do not know how to fix this.
Attached are three videos. the worst looking one is where ive tried all the mods onto the server, the other two are where i've done the one mod thing. sorry for explaining it terribly, im just incredibly confused.

This is the result of the client and server, or the server and world data (one situation or the other) disagreeing on block and item ids. This specific one appears to be client and server disagreeing.

The most common way this happens is by adding or removing mods after generating the world, or by not having the same config files on both client and server.

Does any of that sound accurate?

Have you already built in this world? Have you tried nuking the world and generating fresh?

It does sound accurate! Although I've regenerated almost every time ive made changes so far in order to make sure it doesnt happen although that might be screwing things up as i have no idea what else to clear. i have no idea on how to fix it as looking up whatever the hell is happening reveals absolutely nothing at least not to my eye. This is the 2nd-3rd time ive selfhosted with mods. but the first time with a fabric server.

And have you tried completely deleting the world folder and generating fresh?

Okay. Copy the server's config folder to your client and then start your client afterwards. Hopefully that will settle the issues.

Depends on the flavor of the issue. The big tip off for this one is that when you broke things that should have been lilypads, lilypads still came out. That means the server knows what it is, but the client doesn't. So you just make sure that the client has the same config info as the server.

In the case where the server thinks things are wrong and it's a conflict between world data and mod data, deleting the world solves it.
Also for future reference, this would be a "block id mismatch" or "block data mismatch", not anything involving the word "corruption". That's why you couldn't find any info on it.
