i run a regular paper server, i tried running a 2nd server with forge, got it to work, i could join n everything, but couldnt figure out why the mods wasnt working so i went back to paper. now that im trying to run the 2nd paper server it says "this server has mods that require forge to be installed on the client", ive tried everything i could possibly do to fix it, yes its on a different port, the old folder was completely deleted and it should only be paper.. why does my first server work just fine but my 2nd says i need the forge client to connect ??

that takes me to my first server.
first server runs just fine with playit.gg, but my 2nd one gives this
