Your best bet is going to be to contact GC support or use their knowledgebase. Admincraft generally strongly recommends against using general purpose cloud providers such as AWS, Azure, and Google Cloud for Minecraft, for reasons including wrong performance profile for Minecraft, overly complicated panel, and support that is more suited to enterprise hosting rather than consumer hosting.
So yeah, contact their support for help. And then consider selecting a Minecraft host from #service-providers instead. You'll get easier control over your server, with better support, AND better performance. And it'll probably be cheaper.

That was the other half of my comment. Get with GC support or try to find your answer in their knowledgebase.
Unfortunately, there's just so much about how you set things up that we can't easily intuit, such as how you set up your ssh, what you've installed on the box, what commands have been run, etc. And with no ssh access, you can't even provide us with logs.
