I already have an economy running on EssentialsX and Vault but I wanted to try something new out.

1. How do I make Netherite feel valuable in an economy without making it frustrating to obtain?
2. What’s a good way to control the circulation of Netherite to prevent devaluation?
3. Should I allow Netherite farming through bartering, or keep it strictly from mining?
4. Has anyone tried an item-based economy instead of a plugin-driven economy? What worked well?
5. How can I make Netherite a tradable currency without making diamonds/emeralds obsolete?
6.What would be a good tax system for a Netherite-based economy? Transaction tax or material decay
7.How do you make a rare resource (like Netherite) a functional currency without hyperinflation?
8.Should I set up NPC shops to regulate Netherite pricing, or let players control supply/demand?
9.What are good ‘money sinks’ for a Netherite economy so that it doesn’t become stockpiled?

Basically just don't bother using item currencies.
The biggest issue is you WILL face bugs that let people do dupes, and it'll be a small nightmare to moderate.
It's doable if you're extremely careful, but...

before i began my research I saw examples of servers being successful while still having item based economies. It wasn't because of the economies that the server was successful. It was the constant moderation (staff workforce) that could have sadly been used in other ways instead of moderating dupes. The communities are constantly having problems and arguments discussing their economy due to duping. Having an economy based on items was not the correct path to introduce a unique twist to the game-play formula. Even real human history, we have seen the emergence of digitized transactions phasing out physical currency.. Going to an item-based economy was in fact a step backwards from what EssentialsX and Vault has already introduced.

aeon is right, what I think would happen if you were to use netherite ingots as currency is the server would be broke from the beginning and then suddenly someone makes a massive tunnel bore & gets rich

having a starting stipend was one of the ideas, aka having a few netherite scraps or nuggets (made via the Nexo plugin) in the starter kit for each player
and whitelisting the world until the government could stockpile netherite was also another suggestion to prevent players from finding anything that easily after tunneling was also on the table at one point

There’s also this just being easily exploited by Baritone bots.

Ultimately it’s possible to do, but a pain in the dick for players and admins alike.
Theoretically good, practically it’s annoying.

just stating my opinions, im not a block game economist
- Dupes are a risk anywhere, and can still wreck an economy if selling exists
- Paying for flexes can be a good money sink (think of how real rich people spend money on goofy flexes)
- Black market and loans should be player-run unless you have some good custom mechanics
