You can't mix plugins and mods. They're separate systems. So spigot build tools won't work.
One option that can work for some folks is using Sponge, which is a forge mod that adds a plugin API made specially for it. It uses Sponge plugins, not Bukkit plugins, but there are some essential things available.
Another option that is STRONGLY recommended AGAINST, is using a so-called "hybric server", which is single server jar that has Forge and Bukkit woven in together. These are NOTORIOUSLY buggy and unstable, but depending on what mods and what plugins you want to use, may work for some people. Arclight is the one that is trustworthy. Magma and Mohist have done some very shady things in the past, and should probably not be trusted.

I think with what im looking at, sponge isnt released for the version of minecraft my server is running on
its 1.20.1
Ah yeah, they only support 1.20.6
Are you going public with this server, or just friends?
Sloth bearOP
just friends
Okay, so most plugins are really not necessary for friend groups. Are there specific plugins that you were looking at? Maybe there is a mod equivalent.
Sloth bearOP
