Any mod for wrong tool breaking speed

Hello,
do any of you guys know a mod for fabric that makes the breaking of blocks slower if you use the wrong tool? I have some other mods installed like zenith that raise block breaking speed. This makes for some weird interactions, for example an enchanted pickaxe that has extra breaking speed destroys dirt and similar blocks almost instantly and way faster than with an unenchanted shovel or even no tool.

I want to penalize players that use the wrong tool by lowering the breaking speed or even burning durability faster. I don't want no more universal tools. Any mod recommendations?
