This is only with 2 people, it gets significantly worse with 3 but I can't get them on right now.

Would that be it? the CPU usage overall on the monitoring system seemed fine. We're using bisect hosting.

bisect is awful
minecraft doesnt work like that with cpu usage
just because it isnt being used doesnt mean it can handle it
