ore-generation plug-in help

I feel like im going crazy, ive spent hours just trying to find a plug in that will let me edit the ore generation of my world on my server and the only thing ive found is ore-control but its a trash plug in that crashed my server when i tried to limit emerald spawning heights to stay below y=0. I literally just need only around ~30 diamonds per 100 chunks and ~50 iron per 100 chunks. I dont understand why this is so impossible to accomplish. any help would be greatly appreciated.
