Basically, I want a square - shaped ring just as one worldguard region, I know this is possible with worldedit polyselect. But I don't know where to choose points so that I can select such a region.

I know this is possible with worldedit polyselectIf you know that, then you know something I have never seen in almost 15 years of using worldedit.
Polysel is used for selecting polygons. There's no mechanism that I am aware of for creating a hollow region.
The easiest way to accomplish what you are trying to do is to create nested WG regions. Outer one has your protections, inner one removes them and resets back to default.

Figured it out, here's how I did it:

I would normally do nested regions with priority too, but this is for a scheduled region reset (commands run that replace the blocks in that entire region, so priority and nested regions won't really work for this)
