Hi, i'm making a forge server with some friends, I set the render distance in the server.properties file to 31 and when entering the world only like 8 chunks load.

You do NOT need this much. 8 chunks is already pushing what a server can do.
Most prod servers need like 5, maybe 6.
31 will demolish any server perf you hoped to have.

If you want to see further go and install DistantHorizons or Bobby on your client.

either way, it won't let me load more than what can be seen in the screenshot

DistantHorizons or Bobby is the answer. Client mods go brrrt.

How they work is by caching chunks locally and displaying them WAY past render distance on the server.
Both mods can max at 128+ chunks.
