Wanted to know if there are any good plugins that can add custom crops and also utilize the crops for other things like recipes and etc
where have you already looked, what have you already found?

Gotcha, so you're not looking for stuff that already has added crops, but rather allows you to make them yourself and add them to crafting recipes? yes?

Gotcha. So good news bad news. Good news, the ones you listed (and Nexo, preferred over Oraxen for reasons I can explain if you like) can do what you want, and so much more. Additionally, anything they can do semi-automatically can be done entirely manually using just resource packs.
Bad news, there are no comparable plugins that are free, and doing it manually has a not-insignificant learning curve.

Oraxen was originally made by Person A. Person A stepped back and Person B, a member of this community, stepped in with permission to maintain it. Person B did a really, REALLY good job for like 3 years, and made Oraxen into the wonderful plugin it is today. Person A, seeing the success, took full control back from Person B, forced him to pay him a large sum of money, and then still locked him out of the project.
Person B has since gone on to make Nexo. We like Person B. He's cool. Person A is a dick. So we don't like Oraxen.
But they both function well.

sorry to be more specific, how do you actually make the crops themselves
I know how to assign custom IDs to items and then another png file to it
so I'm not new to the ENTIRE process of resource packs
but for crops that's a different ballgame for me since I got no clue on how it works with the process

I personally have no experience with this. I don't do much work with anything involving custom items, blocks, etc. But I know definitively that ItemsAdder, Oraxen, Nexo, etc all do basically the same things with custom resources, reskinning existing things, using Armor Stands, etc. It's all very hacky, and it's not free for performance purposes, but it works and gets the job done without needing mods.
Googling around, I found [this reddit thread from a couple years ago](https://www.reddit.com/r/MinecraftCommands/comments/nzz0ja/cant_find_any_way_to_make_custom_crops_anyone/) that has a conversation between a couple people about how to do this exact thing, and one person even includes a link to a fully working implementation that you can use as a starting point.
