Running Fabric selfmade modpack with server and it wont launch

Hi! So i'm new to running a server so i'm kind of dumb with it all. I've installed fabric and ive gotten the mod folder but when I put a modrinth modpack and attempt to launch the server through the fabric launcher, it just wont show up. when the modpack is removed from the mods folder, it does launch normally.

Downloadodd that cobblemon is made like that but
youll need "Graalvm java"

swap the server to use that java now

but how do i install this???
i downloaded the files
what type of file is it
exe. jar. gz etc

(personally idk how to install java with zips)

so this guide isnt helping
is there a exe you can perhaps download for graal?
or ig try to chat with the devs on why its asking for graal to see if they have a solution
